A scheme which gives “policing” powers to civilians in England and Wales has been described as “half-baked” by the Police Federation.

LONDON (Reuters) - Police investigating alleged death threats against Prime Minister Gordon Brown said on Wednesday they had arrested two men on suspicion of terrorism.

The men, aged 29 and 25, were arrested separately on Tuesday, Manchester police said. Another three men were arrested at Manchester Airport on August 14.

“Five people remain in police custody as part of the investigation,” a police statement said.
